This is a glitch (exactly the same thing than sometimes happens with Alduin at the Throat of the World - and with the same solution).The High Elves begin with a +10 in Illusion and +5 in Alteration, Conjuration, Destruction, Enchanting, and Restoration schools of magic. And dragon still fighting only the guards under Dragonrend's effect. Health bar undamageable, dragon keeping flying over the guards, poor Dragonborn trying in vain to get his attention to the balcony's trap. And the Invincible Odahviing glitch occured. But if don't do that, he doesn't follow anything into the inner parts of the balcony (doesn't he say he came to test the Dragonborn's Thu'um by himself, after all?). Once his health bar is empty he looks exhausted, and NOW I can move back with him following. Using Dragonrend makes him land, so he shouts at the soldiers and flies back once the shout's effect is over, but sill doesn't follow a Dragonborn walking back. I can move as back as I want, he never folllows (of course I tried). I obviously know I don't have to kill himĭuring the fight he keeps flying above Dragonsreach and he sometimes lands and shouts at the guards.
